BACKGROUND
Babcock International’s Devonport Royal Dockyard is co-located with HM Naval Base Devonport to form the largest naval support site in Western Europe. The facility provides through-life support for submarines, surface ships and associated systems and equipment.
THE CHALLENGE
Nuclear Site Licence Condition 15 compliance requires periodic reviews by an SQEP team and assessment of nuclear safety for facilities and their management. Devonport is a complex site with multiple facilities, safety cases and stakeholders. Ebeni was asked to deliver the assessment and complete all due process to meet regulatory expectations within challenging timelines.
OUR SOLUTION
We provided a SQEP team to deliver the comprehensive work packages under a fixed price commercial arrangement. From within the Ebeni team we were able to drawn on the best experience of personnel and to grow the team at the most appropriate times within the assessment programme.
We worked collaboratively with the site stakeholders to gather the necessary data, facilitate the review and complete the due process.
THE BENEFIT
We were able to present an auditable trail of issues, shortfalls and actions for the client site. We provided stakeholder approved, categorised actions for improvement to the plant and management arrangements that support the current and future site activities.
We produced an assessment of the acceptability of continued operations and sustained delivery of our studies in accordance with programme throughout the Covid-19 pandemic and while major operational and infrastructure programmes were ongoing on the site, all of which took up significant stakeholder resource.
We provided efficient resolution of queries arising from Regulatory assessments and received significant praise and recognition from the client for the quality, timeliness, culture and behaviours of Ebeni, including our approach to collaborative working via a fixed price commercial model.
